A fleet coordinator running last mile deliveries out of Salford told me his company hadn’t had a van stolen in over two years, and he said it like he was delivering bad news. What replaced whole vehicle theft has been worse for daily operations, at least in his telling. Three forced entries a month across maybe fifteen vans, most of them parked overnight on residential streets around the M60, and the door damage alone running higher than whatever got taken from inside. He walked me through the mechanics of it. Someone peels the top corner of the rear door back, maybe the side panel, gets a hand in far enough to trip the lock mechanism from the inside, grabs what they can reach, and they are gone in about ninety seconds. His drivers come out in the morning, and the van is sitting exactly where they left it, immobiliser untouched, tracking system showing nothing because nothing moved. The vehicle is fine. Everything behind the bulkhead is not.
The national data backs this up in a slightly lopsided way. Simply Business put out claims figures in March 2026, and the headline number was that whole van theft had fallen 98 percent since 2023, driven by immobilisers and vehicle tracking going into basically every commercial fleet over that period. Property damage replaced it as the top reported cause of tool theft, and most of that damage comes from peel and steal attacks on cargo doors and side panels. Tool theft cost tradespeople an estimated £99 million in 2025. Direct Line had 26724 reports across the UK for the year, one roughly every 20 minutes, averaging about £1308 per incident. That was actually a 17 percent drop on 2024 by their numbers, and 74 percent of tradespeople surveyed said they had been victims at some point in their career. I find the drop interesting because the FOI numbers tell a different story. An analysis across 46 police forces recorded 30848 tool theft offences in 2025, up 16 percent year on year, which works out to one every 17 minutes. Whether the insurance data or the police data is closer to reality probably depends on how many tradespeople bother filing a report when the stolen goods are worth less than their excess, and I suspect that number is not high.
Greater Manchester probably has the worst concentration of this problem outside London for the simple reason that it is the UK’s second largest last mile logistics hub, and Trafford Park alone pushes enough trade and delivery vehicle movements through ten boroughs to qualify as a small city’s worth of fleet activity. I have covered commercial vehicle crime across the north of England for long enough to know that the density of vans parked overnight in residential streets here is unlike anything south of Birmingham except London itself. The criminals who work this pattern do not care whether they are peeling open a joiner’s van with £3000 of power tools inside or a delivery vehicle carrying parcels worth maybe £200 total, because they are not doing a value assessment before they bend the door back. It is volume work. Three or four vans on the same street in under an hour, grab and go, and what matters is the aggregate across a night’s route, not any single hit. GPSWOX’s vehicle tracking data for the Manchester area showed almost zero unauthorised vehicle movements among commercial clients going back eighteen months, but the damage reports filed against those same tracked vehicles had been running at levels he personally had not encountered before late 2024.
Depending on which survey you pull from, somewhere between 42 and 49 percent of tool thefts nationally happen from vehicles, another 26 percent happen onsite while the tradesperson is actually working, and about 21 percent target vans parked on the street. The onsite stuff is opportunistic, scattered, hard to pattern. But the overnight hits on vehicles cluster geographically in a way that, once you see it mapped out, looks like someone is running delivery routes of their own. A heating engineer based in Stockport who runs two vans told me he could practically predict which streets would get hit next based on the previous month, and he had already moved one van into a paid car park overnight. The other van he was still parking at home, but he had started driving his tools back in his own car every evening rather than leaving them locked in it, which is exactly the kind of absurd operational workaround that makes sense only when you have run out of better options. He is far from unusual in this. The national survey data had 48 percent of tradespeople saying they had turned down jobs where they could not park within sight of the van. Thirty six percent said they sometimes carry tools in a car boot instead of the work vehicle, and I would guess the real number is higher because nobody likes admitting they have reorganised their entire working day around the fear of losing a cordless drill.
None of this shows up in the insurance figures, obviously. A tradesperson who turns down a £400 job because there is nowhere safe to park does not file a claim for the lost revenue, and the fleet operator whose drivers now spend twenty minutes every evening unloading tools into their personal cars and twenty minutes every morning loading them back is not billing anyone for that hour. I spoke to a logistics manager in Stretford who told me his planning team had started treating cargo security as a routing constraint, the same category as fuel stops and delivery windows, which would have been unthinkable three years ago when the routing concern was whether the van itself would still be parked where the driver left it.
On the legislative side, Amanda Martin, the Labour MP for Portsmouth North, sponsored the Theft of Tools of Trade (Sentencing) Bill, which would classify tool theft as causing significant additional harm to the victim, on the logic that taking a tradesperson’s tools effectively removes their ability to earn. Cross party support exists in principle, though I would not hold my breath on the timeline. What I think matters more, practically, is that Thatcham Research has signalled that its vehicle security assessments will expand to cover load area locks, cargo alarms, and motion sensors for the cargo bay. That would change the calculus for van manufacturers because they would face a ratings framework where a strong cab score and a weak cargo area score produces an overall result that looks embarrassing in fleet procurement. The expanded criteria are still being drafted, and nobody I have asked can give me a date for when the first ratings under the new framework will actually land.
The Salford coordinator I spoke to earlier had looked into aftermarket cargo alarms and found pricing acceptable but reliability all over the place, maybe one in three units triggering false alerts often enough that drivers just disconnected them. A couple of his crew had gone freelance with the problem and started welding reinforcement plates to the inside of their rear door panels, which apparently works but looks terrible and is almost certainly a breach of the lease terms. His take on the broader situation was blunt. Van manufacturers spent twenty years engineering the cab into something genuinely difficult to steal, immobilisers and steering locks and GPS tracking and layered ignition systems, and then left six square metres of sheet metal behind the bulkhead with the same locks and panel thickness they were using in 2005. Greater Manchester Police recorded more criminal damage incidents against commercial vehicles than outright vehicle thefts in every quarter of 2025, and the gap between those two numbers was still widening when I last checked the figures in April.
