The report of a public inquiry into the Manchester Arena bombing in 2017 is expected to outline failures by police and emergency services in the minutes and hours after the suicide bomber Salman Abedi detonated his device.

Its chairperson Sir John Saunders, has already highlighted missed opportunities to stop Abedi, an Islamic State fanatic, as he carried his device around the venue in a first report released and a third report, expected in the new year, will examine failings in the intelligence services

The report is expected to make several recommendations, including improved communications, clearer planning and a better system for agreeing where emergency responders will go in the event of a terrorist attack.

It is feared that two of the 22 deaths may have been avoided if emergency services had responded to the incident faster.

The inquiry which ended earlier thuds heard evidence from 267 witnesses
