The annual field training of the East Lancashire regiments was under away with six thousand men camped at in North Wales at Carnavon for a three week exercise.

Events across the Irish Sea were taking precedent over the near east with reports that four people had been killed and over sixty others seriously injured after troops and police clashed with the Irish National volunteers in Dublin after the latter had been involved in gun running and the clashes had occurred after 3,000 guns had been landed.

When the troops returned to Dublin they were stoned by a large crowd and opened fire.A women was said to be amongst the dead.

In the near East, as Austria broke off diplomatic relations with Serbia, there were reports from Belgrade of scenes of panic as masses of the population were migrating, shops and dwellings were being sacked and looted

The German Consular General in Budapest received a delegation of 5,000 marchers raising cheers for “our faithful German ally and the German Emperor, while in Berlin thousands marched through the wilhelmstarsse and under den linden singing patriotic songs, it was noted that they cheered in front of the British embassy as well

Berlin was meanwhile reporting that the kaiser would use all possible personal influence to bring about a diplomatic settlement having broken his holiday.

Sir Edward Grey, the British foreign secretary was to make an announcement on the current situation in the commons later that day as the British fleet which had left Portland at 5.00am that morning was recalled to base.
