Andy Burnham is expected to use his first major leadership speech to unveil his vision for Britain, including plans for a “No. 10” in the North.
He is set to outline how he wants to reshape government, promising to shift more decision-making powers from Whitehall to local communities.
He will set out a “10-year mission” to raise living standards through reindustrialisation, housing, infrastructure and reform of essential utilities.
The speech will also call for call for decision-making to be pushed back into local communities as part of a vision to “lift Britain back up”.
He will pledge to deliver good growth in every postcode of United Kingdom and will also pledge a new programme of council house building and infrastructure projects outside the South-East as part of efforts to “lift Britain back up to where it should be”.
There will be a pledge to give mayors and councils responsibility for what Burnham calls a ‘lost generation’ of nearly one million young people not in education, employment or training (NEETs).
Local authorities will be given new powers and funding to run post-16 education as well as more powers when it comes to welfare reform and Mayors could also be given greater powers to raise taxes along with more control over business rates and income tax generated locally
