Andy Burnham is preparing to unveil package of cost-of-living measures within his first fortnight as Prime Minister as he seeks to hit the ground running.

Energy and transport costs are currently the main focus.

His team, say reports, has not ruled out an emergency Budget, acknowledging that many of the measures they want to introduce will come with significant costs.

The first two weeks of Burnham’s premiership is likely to be frenetic but the pace could slow in August, with Burnham expected to embark on a tour of the country.

According to the Times, tax cuts for low earners are being considered by his team after entering Downing Street

“The prime minister in waiting has held discussions with his team about potential tax cuts in his autumn budget to deliver on his pledge to help with the cost of living

Burnham and his senior allies believe one of Sir Keir Starmer’s biggest mistakes on taking office was to strip pensioners of winter fuel payments and increase taxes, having campaigned in the election on a pledge to change Britain

They are weighing up options to show that they are serious about tackling the cost of living, including tax cuts, although no final decision has been made”

The Telegraph reports that Burnham is preparing to remove controversial plans to curb jury trials from David Lammy’s courts bill.

Meanwhile the Observer reports he is planning a major shake up of Downing Street to create a powerful new executive department for the prime minister to develop policy and drive improvement
