A fly tipper has been successfully prosecuted by Salford City Council after illegally dumping a pile of wood, setting it on fire and driving off.

Mr Vincent Brickell 45 of Buile Hill Drive, Seedley, was caught on CCTV with three other unidentified men building and settling alight a bonfire, which included sharp nails and screws, on greenspace off Bramley Street, Broughton on 29 December 2020.

He then left in a Fort Transit van shortly before police officers and the fire service arrived at the site. The incident and his registration number were captured on CCTV.

Salford City Council’s environmental crime team visited the site, which is privately owned, the next day to find the site had still not been cleared. The flytipping was cleared by the landowner on Monday 4 January.

Mr Brickell was interviewed and admitted to owning the Fort Transit van seen on the CCTV, that he was driving the vehicle at the time and that he illegally fly-tipped the materials.

He said that he was paid ‘£10 by lads off the estate near tool station’ to dump the waste and that he was not a fly-tipper and felt ‘completely outraged’ by the accusation.

He pleaded guilty on 17 December 2021 at Manchester and Salford Magistrates Court to the charge of depositing controlled waste on land where there was no environmental permit in force authorising the deposit, contrary to Sections 33(1)(a) and 33(6) of the Environmental Protection Act 1990.

He was fined £433 and ordered to pay £870 costs and a £43 victim surcharge.
