A twelve hour protest by a prisoner on the roof of HMP Manchester has come to an end in the early hours of this morning

The prisoner has been named as Joe Outlaw who had been previously inbolved in an incident when another prisoner was attackeed  with a metal flask before stamping and kicking him in the head during the attack at Wakefield maximum security jail.

Outlaw aged 36 has 30 previous convictions and was jailed for robbery in 2011 for an indeterminate length of time.

In a statement released this morning Greater Manchester Police said:

At around 4:15 am this morning (Thursday 13 April) the male prisoner willingly came down from the roof and is back in the custody of prison staff.

He appeared on the roof at around 4.30pm on Wednesday afternoon with negotiators  trying to get him to come down

Greater Manchester Police issued the following statement shortly after

At around 4:30pm today officers were called to a concern for welfare of a man on Southall Street.

“Emergency services are currently at the scene with specialist negotiators.

“Road closures in and around Southall Street will remain in place until further notice. Members of the public are asked to avoid the area. There is believed to be no wider threat to the public.”

Crowds gathered during the evening to watch events unfolding with some letting off fireworks seemingly in support and passing cars sounding their horns

During the protest he was seen to write Free IPPZ on the roof which  it is believed refers to Imprisonment for Public Protection (IPP) sentences branded ‘unjust’ by campaigners.
