The Thirwell inquiry into the murders of seven babies by Lucy Letby at the Countess of Chester Hospital has written to Core Participants with an update on the progress of the final report.
The Chair, Lady Justice Thirlwall, is expected to send out warning letters from September 2025 and the final report will be completed by the end of November.
The report will then undergo copyediting and typesetting, ahead of publication in early 2026
Lady Justice Thirlwall has already mentioned a “total failure of safeguarding at every level”, likely central to her criticisms.
